Council workers offered pay deal

More than 150,000 council workers in Scotland are being offered a pay rise well below inflation.
Council umbrella body Cosla is offering a pay rise of just 1% this year, followed by a pay freeze next year and a rise of 0.5% in 2012.
However, many staff will still get incremental rises to push them further up their grade.
Councils have been looking at ways of cutting their budgets and pay is one of the costs they can try to control.
Unions had originally argued for a 3% rise, with more for the very lowest paid.
They are now set to consider their response.
